The UK deployment of the e-electoral register
Abstract
In this paper we analyse the experience gained in the 2002 and 2003 UK e-voting pilots in the implementation of the e-electoral register of voters. After theoretically establishing the need for an e-register, based on the analysis of the evaluation reports provided and direct observation undertaken in one of the pilots, we describe the systems used and identify the different organisational and technical issues that arose. Accordingly we highlight lessons learned, to be used for future implementations of the e-register.
